Anti-terrorism strategy and provisions of the European Union

Abstract

Cross-border terrorism falls into the category of transnational crime: it violates international interests and can only be combated if the international community cooperates. In the field of cooperation, the European Union is at the forefront, shortly after the attacks of 11 September 2001, and began to develop a counter-terrorism strategy, while also making it clear that all Member States should be involved in its implementation. The legal basis for this is provided by Article 83 of the Treaty on the Functioning of the European Union (TFEU), which gives the European Parliament and the Council the power to set regulatory minimum standards for extremely serious crimes, including terrorism, involving several Member States.
